Heat a pan with oil, add the garlic, ginger, cumin seeds and sauté until the raisins puff-up.
Now add the onion, remaining salt and sauté till the onion turns translucent. Then, add the carrot and sauté until it turns pale in colour or until it is dry enough. Turn off the heat. Add the cilantro leaves.
Place the carrot mixture on top of the rice and leave for about a minute. Mix it all together. Serve warm.
